Is EKSHEF affiliated with the government?

No, EKSHEF does not belong to any government. It is an independent, non-profit French organization dedicated to supporting whistleblowers in Lebanon. Our mission is to promote transparency, end impunity, and encourage positive behavioral change in Lebanese society through legal and advocacy efforts.

Does EKSHEF pay money in exchange for information?

No, EKSHEF does not offer money in exchange for information. We provide a range of support services to whistleblowers, including free legal assistance, encrypted communications, and guidance on interacting with journalists when necessary. Our main focus is the pursuit of justice and ending impunity in Lebanon; we do not financially incentivize whistleblowers.

What does 'whistleblowing' mean?

Whistleblowing means exposing secretive and insider's information about corruption, injustices, human right abuses or any other crimes or threats against the rule of law and the public good. What distinguishes whistleblowing from other kinds of reporting is that whistleblowers could potentially suffer retaliation and reprisals. They therefore need guidance and support before blowing the whistle.

Who can be a whistleblower?

A whistleblower is anyone who holds secretive or insider's information, who believes in the greater good and is ready to denounce wrongdoings. A whistleblower can be a bank employee, a public official, a soldier, a hospital worker, or any individual who is privy to information about corruption, money laundering, embezzlement of public funds, misuse of international aid or any other human right abuses.

When does a whistleblower need legal assistance?

Any whistleblower should consider seeking legal advice or assistance when planning to disclose insider information about criminal, scandalous, or unsafe activities, especially if the information is confidential, classified, or related to official or military secrets. Sharing sensitive information may in fact violate sovereign laws or corporate rules and could endanger whistleblowers if not done with proper legal counsel and under a highly secure technological system.

When does a whistleblower need help from investigative journalists, media, or NGOs?

We recommend seeking advice from our team before contacting or sharing information with media outlets or NGOs. We can advise you on the best approach. In some cases, our legal team can, on your behalf, establish contact with a specific media outlet or NGO. While the media or NGOs may be the best channels to disclose information of public interest, precautions must be taken when contacting them and when deciding what information to share. Our editorial and advocacy teams can help connect you with the most suitable journalists or NGOs to support you. The information you wish to disclose may not be enough on its own to prove the wrongdoing you aim to highlight. We can assist you in assessing this by conducting further investigations.

Will I be held liable for disclosing information?

No. EKSHEF is committed to protecting whistleblowers through strategic litigation and legal defense on their behalf. We provide free legal services and defend against civil and criminal lawsuits, ensuring that whistleblowers bear no liability.

Will my information be shared with others?

EKSHEF handles information with the utmost confidentiality and respect for privacy. Information will only be shared with other parties when necessary and with the whistleblower's consent, in pursuit of justice and accountability.

Who funds EKSHEF?

EKSHEF is a non-profit organization supported by lawyers, activists, journalists, and human rights defenders. We rely on donations, grants, and contributions from individuals and organizations that share our mission to promote transparency and end impunity in Lebanon.

What is EKSHEF concerned with?

EKSHEF is primarily focused on fostering positive behavioral change in Lebanese society, promoting transparency, and ending impunity. We concentrate on supporting whistleblowers who have reliable and accurate information about corruption, misconduct, or activities that harm the public interest in Lebanon.

What happens once I share the information?

Once you share information with EKSHEF, our team of experts will analyze it. Depending on the nature of the information and your preferences, EKSHEF may take legal action, engage with the media, or pursue advocacy efforts to address the issues you raised. We provide continuous support and protection for whistleblowers as the stories develop in the media and work to ensure that your concerns are addressed while safeguarding your rights and safety.
